Dr. David Kelley, Chief Medical Officer, Pennsylvania Department of Human Services Office of Medical Assistance Programs Dr. Kelley is the CMO for the Pennsylvania’s Medicaid Programs. He oversees the clinical and quality aspects of PA’s Medicaid Program that provides benefits to over 2.5 million recipients. Dr. Kelley has been involved in a number of projects including a multi-payer medical home collaborative, pay for performance programs, development of a multi-state application for the EHR incentive program, policy development for nonpayment of readmissions and preventable events in hospitals, development of telemedicine policies, a preferred drug management program, and the mandatory physical health managed care program.

Prior to joining the Department, Dr. Kelley worked for Aetna as the medical director responsible for utilization and quality management. Prior to Aetna, he served as Assistant Professor and Director of Clinical Quality Improvement at Penn State University’s College of Medicine.

Dr. Kelley received his BS degree at Elizabethtown College, attended medical school at the University of Pittsburgh, completed his residency training at Baylor College of Medicine in Houston, obtained his MPA at Penn State University, and is board certified in Internal Medicine and Geriatrics.
