John is Senior Vice President and a leader of state business development at the Lewin Group, a national health and human services consulting firm owned by Optum.

From 2005 to 2016 John served under three Governors as the Director of the Arkansas Department of Human Services.  Major initiatives during his tenure included design and implementation of Arkansas’ nationally-recognized “Private Option” approach to Medicaid expansion; a multi-payer transformation of the state’s health care system  from  fee-for-service to episode-based  payments and patient centered medical homes; automating and integrating operations across the Department; and overhauling the child welfare and juvenile justice systems.  

John’s previous positions include serving as the State’s Director of Behavioral Health and Director of In-Home Health Services. Prior to joining state government, he was on the staff of U.S. Senator David Pryor and served two years in the Peace Corps as a teacher in West Africa.

John is a graduate of Stanford University and received a Masters in Public Administration from Princeton University.  

John is a frequent presenter and/or moderator in national forums on health and human services topics including multi-payer payment reform, Medicaid expansion strategies, social determinants of health, behavioral health integration and drug pricing.
